South and North Korea adopted joint guidance in order to discuss participation of North Korea team and supporting party in Daegu Summer Universiade in the 10th South-North Minister-level Meeting during 27~29 April, 2003. Therefore, its organization committee and North Korea University Sport Society working-level talks, 4~6 Apr., were held in Mt. Geumgang. The actual procedure was fixed, which includes sport event, size of team & supporting party, transportation, convenience.

Korea on a large scale since participation in Busan Asian Game. Therefore, it contributed to reconciliation and cooperation as well as success of sport events. Especially, it showed the peace of the Korean Peninsula to the world under the circumstance of 6-nation conference concerning nuclear problems of North Korea.
