As a result, South and North Korea agreed on guarantee of investment and prevention of double taxation in order to develop economic cooperation in the 2nd South and North Minister-level meeting.Therefore, South and North carried out economic cooperation working-level talks twice and made a compromise agreement with 4-agreement text of an economic cooperation. At last, the chief on each side affixed their signature to it on 16 Dec., 2003 in the 4th South and North Minister-level meeting. After that, 4-agreement text of an economic cooperation became effective formally by exchanging of effectuation notice on 20 Aug., 2003 after various mutual consent and investigation by experts.     The 2nd South and North Minister-level meeting   South & North Economic Cooperation Working-level Talks   4-agreement text of an economic cooperation is significant as joint rule was made by mutual consent between south and north for the first time. South and north economic cooperation will develop gradually on the foundation of safety by effectuation of 4-agreement text. As a result, it might have influence on organization in other field.
